After months of legal wrangling, a Baltimore City Circuit Court judge ruled in Cumming's favor, allowing her to keep her own attorneys in the case and granting her permission to subpoena documents needed for investigations.

In a strongly worded rebuke of the city's law department, Judge Pamela J. White said the agency had
