AN animal shelter in Pennsylvania has hailed the bravery of an anonymous tipster who helped bring a dog abuser to justice after a shocking case of cruelty came to light.

Mimi, a dog found zip-tied and abandoned in northern Pennsylvania, suffered agonizing pain and unbelievable torture at the hands of her tormentor.

When a photo of the emaciated dog, with her legs bound and body covered in infections, was posted on social media by the ANNA Shelter, it sparked a wave of outrage and tipped off the authorities to the suspect's identity.

Just hours later, the shelter announced that a suspect had been arrested on felony charges of animal cruelty, thanks to the bravery of the person who saw the post and reached out to the shelter.
