The National Weather Service upgraded the flood threat to a Level 3 out of 4 – a ‘moderate risk’ – citing rainfall rates exceeding 2 to 3 inches per hour, with potential daily accumulations of up to 5 inches. Governor Andy Beshear reported nine counties declared states of emergency, citing “record or near-record rainfall” in short periods. The Governor urged residents to stay off roads, warning of collapsed bridges and submerged roadways. Pharmacies are being directed to prioritize prescription refills for affected communities.
