Ramsey County commissioners are injecting $300 million into a transformative plan, spearheaded by a proposed riverfront park in downtown St. Paul – a move designed to inject much-needed energy and opportunity into both the capital city and the county’s core.

A gamble on growth, amidst community strain

Mayor Kaohly Her, speaking with palpable urgency, declared the investment “a chance to bring more people, more energy, and more opportunity into the heart of our city.” But the initiative arrives amidst growing concerns about the county’s capacity to absorb further pressure, with residents and businesses already struggling. The proposal hinges on selling county-owned land, a strategy intended to bolster the tax base without burdening taxpayers, though questions remain about the project’s timeline and the securing of a crucial $20 million state allocation.

State Representative Maria Isa Perez-Vega stressed the need for collaborative action, stating, “Now is the moment for us to come together in our community. We know our community has been through so much. It’s beyond capacity.” The project’s logistical hurdles are significant: the park’s timeline is currently undefined, and the funding remains contingent on state approval. Furthermore, the county is actively seeking a developer – a process complicated by community anxieties voiced by County Manager Ling Becker, who succinctly summarized the prevailing sentiment: “We’ve heard loud and clear from our communities, they can’t take this burden, and what is the county going to do about it?”

Despite the uncertainties, Ramsey County boasts a projected $32 million in existing savings, although the park itself is estimated to cost nearly $100 million. This ambitious revitalization, intended to catalyze economic growth, underscores a strategic bet on St. Paul’s future – a bet that will be closely watched by both residents and investors alike.
